KUALA LUMPUR, September 27 – Improving transport infrastructure by ensuring smooth mobility of people is one of the priorities of the 12th Malaysia Plan (12MP) 2021-2025 to contribute to the growth in the use of public transport.

According to the 12MP document released today by the Economic Planning Unit, two strategies will be implemented to achieve this goal of improving the overall accessibility of public transport and encouraging behavior change from private to public transport. public.

The document mentions that the measures to be taken include improving the overall accessibility to public transport by integrating various modes of transport and encouraging development focused on public transport (TOD).

“These initiatives will ensure efficient intermodal connectivity and improve the efficiency of mobility and connectivity. This will help reduce reliance on private vehicles, improve productivity and improve the welfare of the rakyat, ”he said.

Apart from this, rail and road networks will also be integrated to provide better connectivity between airports, ports, industrial areas and cities, at the same time as the ECRL will be connected to the current rail.

The move will provide connectivity to existing airports and complement road networks in the East Coast region, while increasing the number of ground public transport riders, air passengers and freight movements.

According to the document, an alternative community-based public transport system that offers affordable services will be introduced with one of the options being to introduce a “telephone call system”, whereby a facility based on telephone calls, providing door-to-door door-to-door service for people who do not have access to conventional public transport amenities.

Behavior change from private to public transport will also be encouraged by propelling the use of public transport as the first choice.

“Collaboration between competent authorities will be strengthened to ensure effective enforcement of private vehicles entering city centers. Appropriate modes of transport will be identified to match rakyat movement patterns by encouraging behavior change, ”the document said.

In addition, the low carbon mobility plan will be implemented to minimize unsustainable travel patterns, in the aviation sector it will include the development of cleaner fuel standards, in line with the offset program. and Reduction of Carbon Emissions for International Aviation (CORSIA) from the International Civil Aviation Organization. (ICAO).

“In the land transport sector, the use of low carbon alternatives such as energy efficient vehicles, hybrid and electric vehicles will be encouraged. The implementation of the master plan, through the various action plans, will be closely monitored to ensure the success of the low carbon mobility objectives ”, according to the document.

He also mentioned that the use of green vehicles, especially for public transport as well as logistics and delivery services, will be extended, while the shift from the mode of freight transport from road to rail will be further encouraged.

He said greening the mobility of people and goods will be the main consideration in urban and rural planning, with a low carbon mobility plan will be introduced to guide planning, implementation, monitoring. and the evaluation of green mobility initiatives.

Under the 11MP, the focus was on building an integrated needs-based transport system by improving connectivity between transport modes and regions, as well as improving efficiency.
